Selon Fouché lui-même, l’émigration porta sur environ 150 000 individus (quand la France comptait 20 millions d’habitants) dont environ 20 000 portèrent les armes, de 1791 à 1815, pour leur Dieu et pour leur Roi.
Des armées royalistes levées en 1791-1792, au service individuel étranger parfois prolongé jusqu’en 1815, cet engagement prit bien des formes, en particulier au sein de légions ou de corps d’émigrés qui furent aussi allemands, suisses et même liégeois.
