General Silly is in quarantine in Syracuse for the repair of a significant leak, with 228 French aboard the Russian ship St Joanni.
Provisions are being provided by the governor of the place, but he is unsure which authority will reimburse what the Neapolitan government is providing them.
Many of his companions are invalids, like himself, and they have not received pay or clothing and equipment for the past eight months of year 9. They are destitute, and he requests assistance for them upon their arrival as he plans to disembark in Marseille during the inclement season.

I have the honor to inform you that being part of the garrison of Alexandria from where I departed with 228 French aboard the Russian ship St Joanni on the 2nd vendémiaire last, due to adverse winds, we were forced to make a stop at Syracuse to repair our ship which had a significant leak. It appears that these repairs are substantial enough to keep us in this port for at least a month, where we will complete our quarantine. Mr. the Governor of this place kindly provides us with our daily rations and promised to supply us with the necessary provisions upon our departure. I have informed the Minister of War of our situation. I have no idea which constituted authority is responsible for reimbursing what we are receiving here from the Neapolitan government, if by any chance this falls within your jurisdiction, I would ask Citizen Prefect to issue orders for it to be done as soon as possible in order to acknowledge the Governor's honest dealings towards us.
Three-quarters of our fellow passengers are invalids like me. I plan to disembark in Marseille where we will only arrive in the worst season of the year. The unfortunate ones who, along with the entire Western army, have not received pay or any part of their clothing and equipment for the past eight months of year 9 will be absolutely destitute. Among them, 45 are blind and 15 have had a limb amputated, the rest have received injuries that render them unable to perform any service. Citizen prefect, you see that humanity calls for action in their favor. Therefore, I kindly request that the relevant authorities be alerted to provide these unfortunates with the assistance needed for their urgent requirements upon their arrival.
We have had no plague incidents since our departure.

BIOGRAPHY:
Pierre Louis François SILLY, born on September 12, 1747 in Montigny-le-Gannelon, and died on January 7, 1809 in Cloyes-sur-le-Loir in Eure-et-Loir, was a brigadier general of the French Revolution.
[...] He was provisionally promoted to brigadier general on September 23, 1800, by the chief general Menou. On March 21, 1801, he commanded the 1st brigade of the Lanusse division during the Battle of Canope, where he had his thigh taken off by a cannonball, leading to his repatriation to France. He was confirmed in his rank by the First Consul on January 7, 1802, before being retired on September 29, 1802. He passed away on January 7, 1809, in Cloyes-sur-le-Loir. [...]
