General Bernadotte* requests the reinforcement of staff officers:
"I am addressing you, Citizen Minister, the list of proposals for ten additional staff assistants.
The army's area is, as you know, very extensive, the Coastlines are vast; we are approaching the beautiful season and it will likely bring the British fleets back to our shores. An increase in staff officers seems necessary; these are the officers who quickly relay orders and bring together scattered troops. Furthermore, Citizen Minister, the West Army is weak and needs a good number of knowledgeable, available, and intelligent officers. The Chouannerie is starting up again, and the bands are regrouping. I have reason to hope that they will soon be destroyed and that the West Army will threaten the English Government, all these reasons should convince you to grant the increase that I am requesting.

* Jean-Baptiste Bernadotte, born on January 26, 1763, in Pau and died on March 8, 1844, in Stockholm, is a French military figure who became the King of Sweden in 1818 after being elected by the Swedish Parliament as the heir of King Charles XIII.
