The Minister of the Navy and the Colonies confers upon Citizen Linois, Chief of Staff Division of the naval army, the rank of rear admiral.
"I am pleased to announce to you, Citizen, that by virtue of the powers granted to me by the Executive Directory, I have conferred upon you the rank of rear admiral for the campaign. I am sending the formal order to the Commander of the naval army and to the ordnance officer, as I have just dispatched for this purpose.
I have taken this opportunity to provide you with a token of satisfaction for the services you have already rendered to the Republic. I am confident that you will justify them with new evidence of zeal and dedication.

LINOIS: Charles Alexandre Léon Durand, Count of Linois, or Charles de Durand-Linois (January 27, 1761, in Brest - December 2, 1848, in Versailles), was a French sailor and admiral, victorious against the British in the battle of Algeciras in 1801, a Grand Officer of the Legion of Honor, and a Knight of Saint-Louis.

The following year (Year IV), the navy was reorganized, and Linois, appointed as a chief of staff, took command of the Nestor. During the expedition to Ireland, which was unsuccessful, he commanded three ships and four frigates. Upon arriving in Bantry Bay, he attempted to land his small army: the generals opposed it, and Linois brought them back safely to Brest. Four captures he brought into the port demonstrated the enemies' inability to prevent his return.
Promoted to Chief of Staff of the naval forces of Brest in February 1799, he was temporarily appointed rear admiral by the Minister of the Navy and Colonies, Eustache Bruix. On 5 pluviôse year VII, the First Consul issued the following decree: "Bonaparte appoints, at the request of Admiral Bruix, to the rank of rear admiral, Durand Linois, chief of staff."
For twenty months, from that day on, he carried out the duties of Chief of the General Staff of the naval army under Admiral Bruix, and subsequently under Rear Admirals Jean-Louis Delmotte and Latouche-Tréville [...]

Étienne Eustache Bruix, born in 1759 in Fort Dauphin, a French colony in Saint-Domingue and died in 1805 in Paris, was a French sailor and politician of the 18th century. He held the position of Inspector-General of the Coasts of the Ocean, Grand Officer, and head of the 13th cohort of the Legion of Honor. He served as Minister of the Navy and the Colonies from April 27, 1798, to March 4, 1799.
