I have received, Sir, the decree of the National Assembly sanctioned by the King, which you did me the honor of sending me, according to which the Marshals of France must delegate the two most senior among them to attend the patriotic federation that will take place in Paris on the 14th of next month. Only my health could prevent me from attending this ceremony ...
