"Citizen Minister,
The Commissioners of the National Convention have ordered me to convene a new disciplinary council for the 40th Infantry Regiment... because the two accusers acted as judges, passing judgment on eight captains or officers without allowing them to defend themselves or present their side of the story...
They had taken away the flags and the cashbox from Lieutenant Colonel La Deveze, and I ordered everything to be returned to him until a legal judgment is made. To ensure that this disciplinary council is convened according to the law, I have sent assistant adjutants general to oversee the removable commander of the place to ensure compliance with the decrees, and to prevent any disorder.
I have ordered Citizen Duportail to take command of the 40th Regiment as a colonel...

BIOGRAPHY:
Jean Étienne Philibert de Prez de Crassier, born in Divonne-les-Bains on January 18, 1733, and died in Ornex on July 6, 1803, known as Étienne Deprez-Crassier during the Revolution, was a French military officer who later served as a deputy of the nobility in the Constituent Assembly of 1789, and then as a general in the French revolutionary army.

On December 26, 1792, he was appointed interim Commander-in-Chief of the Rhine Army in Strasbourg, replacing Armand-Louis de Gontaut Biron. He brought trusted officers like his brother Deprez-Bruel and his brother-in-law Sédillot de Fontaine to his side. He was dismissed from his duties on April 3, 1793, at the instruction of General Custine, with whom he disagreed. He was reinstated on June 6 following orders from the Minister of War. On August 28, 1793, he was appointed Commander-in-Chief of the Army of the Western Pyrenees in Saint-Jean-de-Luz. He resigned on September 30. Finally, after being suspended from his duties on October 4, 1793, and imprisoned for 16 months during the Terror, he was reinstated as the commander of the 5th military division in Strasbourg, a position he held until his retirement in 1796.
