J.N. Pache, Minister of War, writes to Ronsin, commissary ordinator, employed in the army of Belgium. He requests weapons, a real and urgent need.
"We have, citizen, a real need for weapons, everything imposes on us the necessity to procure them, your stay in Liège provides you with the opportunity to serve the Republic in this regard...
I wish that, without losing a moment, you appoint an intelligent and honest person to purchase in Liège and its surroundings all rifles of caliber, that is, made according to our model of 1777; I authorize the national treasury to make one hundred thousand livres available to you to start this purchase...
The activity, intelligence, money, and above all the secrecy of your operation should make it even more advantageous to the Republic...

At the request of the latter, he accepted a mission in Toulon where the galley slaves had revolted. Then, on 3rd October 1792, while he was still in Toulon, he was appointed Minister of War on the recommendations of Jean Marie Roland who probably believed him to be attached to his person, but whose ideas he increasingly diverged from.
