I have been informed that papers have been circulated in the Army, in which, by greatly exaggerating the current deprivations experienced by the troops, they are incited to rebellion and encouraged to believe that they are wrong to defend the cause of Liberty, and that they would be much happier under the arbitrary orders of a despotic King than under the republican regime. This stratagem is too favorable to instill fears ... the defenders of the Fatherland ... will not have endured so much fatigue, deprivation, and shed so much blood to become Slaves again ...
