"JOURDAN, General Commander in Chief of the Army of Sambre and Meuse To the Divisional Generals.
... I have been informed that papers have been circulated in the Army, in which, by greatly exaggerating the current deprivations experienced by the troops, they are incited to rebellion and encouraged to believe that they are wrong to defend the cause of Liberty, and that they would be much happier under the arbitrary orders of a despotic King than under the republican regime. This stratagem is too favorable to instill fears ... the defenders of the Fatherland ... will not have endured so much fatigue, deprivation, and shed so much blood to become Slaves again ...
... Your duty as citizen generals is to convey these truths to the troops under your command...
... I am aware that the troops have been enduring significant deprivations for a long time, but the government is informed of this and is tirelessly working on ways to provide them with what they need. The government commissioner has just left to appear before the executive directory to expedite the arrival of the promised reinforcements, and we must hope that our situation will soon change ...
