General Mengaud writes to Chief of Staff Bourcier to describe the situation of the past few days:
"For three days now, my dear comrade, the enemy has been working on batteries in front of the fort (litré ?); on our side, we are focusing on defense measures. Yesterday morning, a regiment of white dragoons left the village in front of this fort and crossed the Rhine; I am unaware of its destination.
We are weak; no cavalry; nevertheless, do not doubt the firmness we will display if they attempt a passage. I do not believe yet that they have a great desire for it, for to establish a new army in the country they would need greater means than I assume they possess.
Their artillery and musket fire have resumed in recent days towards Rastatt; I believe they are training their recruits. Yesterday, I saw various of their outposts; they do not seem reinforced.

* François Xavier de Mengaud, born on April 9, 1752 in Belfort (Territoire de Belfort), died on December 30, 1830 in Belfort (Territoire de Belfort), was a French general of the Revolution and the Empire.
[...] In July 1789, he commanded a company of volunteer cavalry in Belfort, and in January 1790 he was commander of the National Guard of that city. In October 1790, he became syndic prosecutor, and judge at the district tribunal in January 1791. On August 30, 1791, he was elected captain of grenadiers in the 2nd battalion of volunteers of Haut-Rhin, and first lieutenant colonel on October 2 of the same year.
He was promoted to brigadier general on July 30, 1793, and temporarily appointed to head the 36th half-brigade on September 1, 1793. He was wounded in the left thigh by a gunshot on September 7 at the Battle of Hondschoote. On the following September 25, he was promoted to divisional general and was assigned to the Army of the Rhine and Moselle on June 13, 1795. He was retired on February 13, 1797.

** François Antoine Louis Bourcier, born on February 21, 1760 in La Petite-Pierre in Alsace and died on May 8, 1828 in Ville-au-Val in Meurthe, was a French general of the Revolution and the Empire.
An officer in the cavalry when the French Revolution broke out, he was promoted to the rank of general of division in 1794 and fought in Germany, Switzerland, and Naples, mainly as inspector general of cavalry. During the Napoleonic Wars, he participated in campaigns on the Danube against Austria and Russia, notably in the battles of Elchingen and Austerlitz. He also served during the Prussian campaign, overseeing the replenishment of French cavalry, then briefly stayed in the Iberian Peninsula before taking part in the Russian campaign in 1812.
After Napoleon's defeat in 1815, the Second Restoration retained his titles and honors. Elected to the Chamber of Deputies, Bourcier held only secondary positions until his death in 1828.
