The provisional divisional general commanding the Armies of the Rhine and the Moselle, HOUCHARD, writes to Citizen Audouin, Deputy to the Minister of War for the 6th Division, regarding the adjoints to the generals of the Army of the Moselle who do not yet have letters of service:
"None of the adjoints to the generals of the Army of the Moselle have letters of service from the Provisional Executive Council. They only have Commissions from the Ministers or the Army Generals; The Law states that they will be chosen by the Chiefs of the General Staffs upon presentation by the generals. It was thought that it was sufficient for the adjoints' commissions to be given by the Army generals if they were to be provided by the Executive Council. I ask you to have new ones issued to those whose status is attached herewith.
Several generals who have just arrived and others who have not yet joined do not have adjoints, and as they choose them, I will request Letters of Service for them from the Minister.
Letter signed HOUCHARD and five lines handwritten by him at the end of the text: "The adjoints all have letters of service in their corps except Citizen Simon who is not attached to any Corps."
