"In virtue of the powers delegated to me on November 2, 1792 at the camp of Sengheim by General La Marlière, inspector of the Free Corps, to raise a Regiment of light cavalry troops under the denomination BLACK HUSSARS from the Department of the North, ... I hereby give a provisional commission of lieutenant to Charles Laurent GIRARD, native of Valenciennes, 37 years old, district of said Department of the North, who acknowledges accepting this in the said capacity under the following conditions [...]"
