Gilded brass plate with central motif in embossed silvered copper of a sword of justice topped with a Phrygian cap framed by: on the left an oval medallion bearing the Tables of the Law with the inscription "RIGHTS OF MAN," this medallion is surmounted by a civic crown; on the right a oval medallion struck with the fasces of the lictors and bearing the inscription "OUR UNION MAKES OUR STRENGTH" topped with a civic crown. This decor is set on a background of flags, cannons, cannonballs, drums, and powder barrels. In the upper part, it is surmounted by a ribbon bearing the inscription "FRENCH REPUBLIC."
